OK... this is just a note, mostly for myself, as I've been through this so many times over the years! I always have a hard time finding the answer. Thanks to Kent Bassett for the answer, which can be found at:

So... you've built new "User Settings", because the old ones have become corrupted.
You go to export a QuickTime file for After Effects, and you want Animation codec.
You specifically want Animation codec, to keep things clean, or you are forwarding to someone who does not have Avid codec installed.
And why not... because Animation codec is available in the menu right? It's an industry standard, right? Those folks in the GFX department don't understand 601/701 color space, and IT/Engineering have setup the system so that they have to "Admin" the install of anything, including fonts!
You open the resulting Anim QT file... and the framerate is some odd number like 21.37fps. WTF? This error is driving you crazy, and causing deadline problems. QT exports to any other codec flavor are just fine, but every attempt for QT gives the same wonky results.
You try again, with a new export setting, and still the random fps persists. You pound your head, doing all kinds of Googled solutions, like: setting specific fps rates, which the export proceeds to ignore... putting actual Black GFX where you currently have "Filler"... rendering everything in your timeline... doing video mixdowns... standing on one foot, while waving a rubber chicken over your keyboard....
The fix suggested in the Avid Knowledge Base does not actually fix the problem!
This error seems to be fixed quite easily by adjusting one simple check-box!
Export Settings -> Video Format -> Format Options -> Video Settings -> Compression Type "Animation".
See that section of the menu labeled "Motion"?
In the "Key Frames" section, simply turn on the checkbox for "All".
That's it. You can leave the "Frame Rate" set to "Current", so that your saved export setting will work in 24fps projects, and also 29.97fps projects.
I don't know if this resolves a similar issue with exporting "QT Reference" files with frame-rate errors. If it does, kindly leave a note, so others will be able to find it.
