File names appearing incorrectly.

Hello everyone. Im pretty sure this isn't the correct forum but Im sure there are some brilliant minds here who have probably dealt with this issue before. 

My office uses both Macs and PC. We have a server set up which can be accessed from both windows and OS X. A lot of the archival material that producers aquire gets put on the server, and then loaded to avid from there. Things have been fine with this. 

Recently, we have been loading screenshots of Twitter pages. When we do these screenshots, we rename the file with the web address so that we could get back to it if needed. im aware of the illegal characters, and we will generally get rid of those when renaming. 

Heres my problem. and ive only noticed it recectly....

The producers will move files to the shared server from her Mac. When i look at the folder in which those files are contained, the file names appear very different, and now have illigel characters that arn't there when i look at the same file on a mac. 

here is an example:

File name on mac:

6596_https-_twitter.com_DadaCero_status_754921948468109312?lang=en

File name on PC (running windows 7 pro)

6596_https-_twitter.com_DadaCero_status_754921948468109312lang=en

(in case its not showing correctly there is a 'bullet' before "lang=en")

does anyone know who to prevent it from changing '?' to 'bullet"

I know that the bullet in the file names is causing the problem, my issue however, is that the producer is not adding any bullets to the files names and when i ask her to look at the file, it appears as it should on her machine (the mac) but when i try to laod into avid, my machine (windows 7) sees the file name incorrectly and avid says there are illegal characters. 

any help is greatly appreciated.
