24fps files in a 23.976 fps Avid project?

Hi,

     I am having a problem with a mixed frame rate workflow.  I've been editing 24fps files in a 24fps project.  A new editor is taking over and wishes to cut the remainder of the film in 23.976 fps (the majority of the the rest of the footage will be 23.976 fps).  The people creating the 24fps files are finding it problematic to create 23.976 fps files on their end.

     I am unable to just import 24fps files into a 23.976 Avid Project, as I can never batch import them again - which is dangerous.  The first alternative I thought of is to make a second Avid project at 24fps, transcode the files in that project, and then open the bin in the 23.976 project and edit from that bin. Unfortunately, though a a frame rate conversion is being done to the footage on the fly. 

     Is there a better way to deal with the footage?  If someone had a program like Apple's old cinematools, could they batch convert the 24fps quicktimes to be 23.976 before putting them in the 24fps project?  What effect would this have on the footage.  Perfect frame accuracy is crucial.  Thanks for reading!
