Setting 59.94 project timebase by default

I have a project that I work on 720 59.94p work in. The problem is I have so many of these projects. I have Media Composer 8.6.1 , I upgraded from MC7.

Now when I open 59.94 projects the edit timebase in the format tab of the project is set to 29.97. How can I make it so the AVID never makes the edit timebase 29.97 for those 59.94 projects when open, it seems to do that by default for existing 59.94 projects, but I never had to deal with this in MC7.  Because without the edit timebase being 59.94 I'll actually have flash frames I can't see until I export to Quicktime or step through field by field and in progressive you shoudn't have to look at fields. I have too many existing 59.94 projects that I can't change them all to 59.94 edit timebase in their format tabs.
