Image degrades after render/mixdown/export

I am experiencing some strange render/mixdown/export issues...

I was given some MP4 footage for a project.  This footage was shot with a consumer camera and looks fine when cut into a sequence.  However, when  I add a Resize effect, there is noticable tearing of the image in spots where there is movement.   The strange thing isthis onlyhappens when effect is rendered or in a video mixdown of the sequence.   If I resize the image and play it back in the timeline without rendering or mixing down, the playback is fine--no noticable problems.  

This is the opposite of all my previous experience.  Confused Normally, playback looks better AFTER rendering or mixing down, not worse.   The degrading even happens when I export a still frame screenshot with the resize effect applied.   If I delete the effect, everything renders and exports fine.

Resize effects applied to other footage in the sequence shot with other cameras are not affected.   

How can it play back without issue when unrendered but look worse after rendering/mixing down?
