Giving "wings" to 4:3 footage -- what's your method?

Aaah, giving "wings" to 4:3 footage inside an HD project. So many options...

I've made a filter in AvidFX, but the render times are too long for my liking.

 

Next, there are a number of combinations of duplicating the video layer, combined with a 3DWarp or PIP effect and a blur effect on opposing layers...

I have no shortages of doing it, but none that are 1 simple drag'n drop that exists (with the exception of my AvidFX filter, of course).  

To be clear:

1) I need to crop off the black bars on my foreground layer 

2) I need to place the identical video underneath as a background, and scale it up to fill the whole frame

3) I need to add a blur to the background layer

 

Just wondering how you guys do it... who knows, maybe there's a trick I have yet to try ;)
